San Sebastian, the capital of the province of Gipuzkoa in the Basque Country, is set within a semicircular bay on the Cantabrian coast, framed by the hills of Urgull, Igueldo and Ulia. At just 6 metres above sea level, its climate is temperate oceanic, with cool summers and mild winters. The annual average temperature is around 13.5 °C, with summer highs near 24 °C and winter lows that rarely drop below 4 °C.

It is one of the rainiest cities in Spain, with annual precipitation reaching 1,530 mm distributed fairly evenly throughout the year. Rainy days exceed 170 per year. Like the rest of the Basque coast, San Sebastian is exposed to galernas, sudden wind storms that can transform a sunny summer afternoon into a squall within minutes.
